If a public organisation wants to join a KIC, do they need some type of governmental commitment for the financing of this endeavour?

It is up to the partnership to decide on the internal rules. Following the provisions of Article 15(10)-(11) of the Horizon 2020 Rules for Participation, public bodies including international organisations, higher or secondary education establishments or legal entities, whose viability is guaranteed by a Member State or associated country, which will act as a coordinator will be exempted from the financial capacity check – please refer to the Call text page 10.
