The EIT HEI Initiative: Innovation Capacity Building for Higher Education and Pilot Call for Proposals was launched on 24 March 2021 by Mariya Gabriel, Commissioner for Innovation, Research, Culture, Education and Youth.

The HEI Initiative aims to reinforce the competitiveness of Europe by strengthening the innovation and entrepreneurial capacity of higher education institutions (HEIs) and empowering them to become key actors in innovation ecosystems. One of the application requirements of the Pilot Call for Proposals is that all HEIs in a consortium must perform a HEInnovate self-assessment, in order to support them in defining the contents of their Innovation Vision Action Plans (IVAPs).
