Procurement Officer (FG IV) Budapest

JOB PROFILE

Reporting to the Head of Administration Unit, the Procurement Officer will work in the Procurement and Logistics Section, contributing to the effective implementation of the EIT’s procurement activities in line with the Annual Work Programme and the Annual Procurement Plan. The Procurement Officer will provide advice and training to operational units, adapt procurement procedures to the needs of the EIT and ensure that procurement procedures and contracts comply with EU legal requirements, legislations, and regulations.

TASKS

The Procurement Officer will contribute to the Unit’s work by performing the following tasks:

  • Coordinate, conduct and follow up all steps of the procurement procedures including preparation of the procurement documents, publication, opening, evaluation, award and contracting, and provide replies to the information requests.
  • Provide advice on the preparation and drafting of tender documents and contracts for the staff of the Institute (ex-ante verification) in line with legally established, professional and transparent procurement policies and procedures of EC legislation and regulations.
  • To assist and advise the Head of Section on all procurement related issues related to the procurement cycle (from the strategic planning to contract).
  • Develop and update templates, guidelines, SoPs and carry out training activities on procurement rules and procedures for the staff of the Institute, providing timely updates based on the latest EU regulations on public procurement, case law and lessons learnt.
  • Prepare, monitor, analyse and report on the implementation of the Annual Procurement Plan.
  • To develop professional relationships and work partnership with European Commission and other EU Agencies/Institutions in the field of procurement.
  • Support the Contract Managers in the representation of the EIT vis-à-vis its stakeholders, in particular contractors, in procurement aspects.

The jobholder may be asked to carry out any other tasks as deemed necessary in the interest of the service.
