Year-end report: making sense of missions in Greater Manchester

This report shows that Greater Manchester Combined Authority (GMCA) has taken forward a relatively significant level of activity to implement its mission, despite providing modest resources and capacity. The city-region has demonstrated commitment to the mission in its first year of delivery at a high political level and within numerous individual organisations across different sectors.
